That's about how much Dr. Francis of Canada West quoted for LP surgery except the printout quote was in the $3800's but he said it will likely be a little under that (more closer to the quote they gave our referral/regular vet originally) which is about your range. But that was for 2 knees.
Did you get Dr. Francis? He gives me a really good feeling as far as his skills go but a bit too eager for a "cut and fix". I was told by my vet that almost all orthopedic surgeons are like that as she's learned from having worked under one for 7 or 9 yrs previously (I have a really poor memory
).
