Sad I can't get anything done while my babies are out...

I have a 3 year old and a 4 month old yorkies... I love them more than anything, but they are going to make me go insane.

Problem #1: I keep the baby in her cage at night due to her pottying on the bed. Around 6 every morning she start to whine, and then bark. I have strictly told her no, but she just doesn't care. I understand that she might possibly need to potty, but I think the main problem is she just wants out of there. Now, when she starts to wake up with her whines and whatnot, my older yorkie who sleeps with us, feels the need to start jumping on me and licking me to wake me up so I will get her out. I have told them both no, put her in a seperate room to try to get a full 8 hours of sleep (she was completely across the house and I could still hear her like she was sitting right next to me) but that has not worked either...

Problem #2: They constantly want to go outside. I just recently put up a little fence so they could not wander off, and now they feel like they need to be out there every minute they are awake. I have tried ignoring them, keeping them out there for a while so they get their fix, telling them no, etc. NOTHING has worked. She will sit and whine and whine and whine until I get up.

Please help. I understand that taking care of pups is hard, but they are pushing everything to the extreme. I can't sleep, or get anything accomplished!
