Gracie was like that at first but finally got used to it. First I would suggest a harness instead of a collar. Yorkies are prone to tracheal collapse so tugging on a collar can be dangerous. I would give Gracie a very gentle tug and encourage her to follow me and kept the leash time very short but frequent until she got used to it. They just don't understand what is going on but eventually it sinks in. Sometimes it helps to use an excited voice to encourage them. And with one of my dogs I would throw a toy a few feet for her to chase. I did this all the way around the block. I'm sure my neighbors though I was a weirdo!!! Good luck.
