I think it would depend on how long they kept the dog outside. If it was out too long (for my opinion) I would go find out if they forgot about the dog, and if not, then I'd let them know it was just too cold for a dog to be out longer than it takes to do it's business. If they create a bad scene then I'd tell them if it happens again, I'll call animal control and the police.
