If you don't have a cloth tape measure on hand, use a ribbon as your tape measure, and then hold it against a ruler to get the measurement number.
In making or purcashing dog clothing, the girth measurement (just behind the front legs) is the one that is so critical. Most of the patterns I've ever used, the neck measurement is always adequate and the length can usually be adjusted easily enough.
