It is relatively safe if the correct anesthesia is used and a good surgical protocol is followed but there is some risk whenever anesthesia is involved.
If there are no signs of them coming out, they do need to be pulled.
Bacteria can get trapped in between the adult and baby teeth and it can be painful to have two sets.
