One of my Maltese has a tear staining problem...his left eye won't fully close because he has a little wart-like growth on the rim of his eyelid (Maltese are prone to these little growths). It has been removed twice, but keeps coming back.

As a result, this eye tears more. I wash his face regularly with Johnson's baby shampoo and it keeps the problem at bay. The vet can't remove the growth until it gets to a certain size, so until it is big enough to be removed again, washing every couple of days or so with no-tears shampoo works for us.

I should note that I am less concerned with tear staining than with the accumulation of "gunk" around his eye. I try to keep it clean and the added benefit is the reduction of the tear staining.
