I have only bred AKC registered dogs in[COLOR=Blue] my breeding program. I feel that there are no doggie police in any of the registries so the best I can hope for is a paper trail. When something, namely ancestry of puppy, is seen in writing, official and on paper there is slightly less chance to bilk the unsuspecting buyer. The fact that DNA testing on appropriate studs is required by AKC is a start in the right direction.
Unfortunately, the buyer beware and the buyer is responsible for making good choices when it comes to selecting the breeder from whom they will buy a 15 year commitment. Not all AKC registerers are honest, not all APR, APRI, ConKC, ACA are dishonest, but for my money I will stay with the breeder who registers with the longer, more reputable registry whch is AKC.
There are so many informative sites on the animals themselves, the way to interview a breeder, the things the breeder should ask you, the terminology the breeder should know, the guarantee, the written agreement, the number of breeds a breeder has and/or sells. There are many answers that should raise red flags. If a breeder does not know what PSS is, inguinal hernia, heart murmur, roach back, collapsing trachea, megasophagy and several more terms,,,think twice about buying from that person. There is NO excuse for either the breeder or buyer to be ignorant about the problems, health and genetics of any animal---the internet is a window on the info world--use it.
