Your vet is right. Luxating patellas themselves aren't painful. It's the arthritis that occurs as they age that causes pain. That's why it's best to get the surgery done sooner rather than later if they are grade 3-4. Unfortunately, some people wait too long and surgery is no longer possible and the dog must live in chronic pain.
