I wouldn't. Lots of pups might have a Grade 1 due to the whole breeding down to get smaller pups. But if a breeder tells me the pup already has a Grade 2 in his/her legs I wouldn't. Grade 2 and on is when you know that things can progress on and usually a Grade 3 is surgery time. That is what my vet told me. When you have a pup with a Grade 2 you shouldn't be letting them jump or over do it as it will make the issues get worse.
