Had you not brought your pup to the vet- would you have known anything was wrong with his legs?? ie- does he limp, or pull his back leg up at all when he is walking? The general rule is if it isn't affecting his daily life- it is probably only grade 1-2 and that does NOT need surgery. If he is in obvious daily pain then, yes, surgery is probably best. You might want to get a second opinion if you don't think surgery is the way to go.
