This is misinformation - i know for a fact as i fly puppies to their new owners on a fairly regular basis
Besides a 8 week old puppy is tooooooooo young to go anywhere!!!!!!

Most airlines allow a puppy/small dog in the cabin - the fees vary from airline to airline . And none of them require the puppy to have ALL its shots - only up to date at time of flight - since i do not let any go before 11 to 12 weeks this is no problem as they have 2 or 3 sets of shots but not their rabies
