I agree, you want to get their attention before they go nuts.

I would also recommend that if your dog starts to bark, make a distinctive "ah ah!" sound, then turn around and go in the other direction until they calm down. Assuming your puppy is barking because he's excited, he should learn that he doesn't get to greet the other dog unless he's calm.

I also recommend in general that you make sure he is getting a lot of exercise, since that should mellow your pup out and make him easier to control.
