I would guess that there are many people who use pads only. If I lived on the 37th floor of a high rise apartment building in a big city, I doubt that I would be able to take my baby out each time she needed to go.
I would guess they would come in pretty handy then. Mine is outdoor trained, but we live in a home that is one story, and she just goes a few feet out the back door. You have to do what is best for your situation. Everyone has her own opinion. Yours is right for you.
