You can choose to sign up 1 of them or you can sign them both up separately. I don't really think you can do it together, as you will need to put their measurements in there.
Some people sign up more than one yorkie in a GE. I just sign up one at a time, the next GE the other one gets signed up. But that doesn't mean the one not signed up loses out - as usually there is at least one pkg of treats that they both share. Sometimes you might get 2 flossies - so both of mine will get one.
Also, if I know my buddy has a second yorkie that is not signed up, I will try to send something special for the other yorkie - a little plush squeeky toy or that second flossy or bully stick
