I would suggest some Oatmeal shampoo. oatmeal is known for it's soothing effects on the skin, also look for something with aloe in it. NEVER use human shampoo on your dog, it can make your dogs hair over time fall out, and it's formulated for a different PH. Human heads and dog Bodies have two different complex PH systems. so make sure whatever you decide on it's for dogs. also, the dogs dry skin could be from food allergies, so I would ask your vet what he/she suggests.

My puppy had the same issue and at the time I was using "Groomex Puppy Shampoo" and got some pills from my vet for dandruff and they seem to be working really well, but considering your dog is so young, it wouldn't be able to take them. (I think they have to over a certain age.) I now use Gold Medal Pets Puppy. It's non irritating to the skin, and can be used on puppies six weeks and older. a lot of shampoos will dry out the coat by removing the natural oils that puppys need to protect their delicate skin. Gold Medal Pets formula for puppies says it protects those oils.and as I'm reading the back label right now is actually RECOMMENDED for Yorkshire terriors and Maltese. good luck.
