I've not read about these specific dishes but what you posted is true. The ceramic dishes that we get to buy so cheaply now here in the US, are produced mostly in China. And, the Chinese mfgr's are notorious for using lead based paints in many items, especially ceramics.
It is almost impossible to find ceramic dog dishes not produced in another country. Unfortunately those countries just don't have the same standards, laws, and consumer safety agencies , as the US does.
