its kinda not a general yes or no answer. picking the dog up by the scruff depends on age, breed, weight, health, body build, etc. i too did a quick google search and it brought up many sites with different answers.
Personally I know when its ok and when its not ok because i'm a vet tech and have the background knowledge. I can not give you a credible internet source because i'm not going to spend the time looking for one (there's so much crap on the internet that i can't be bothered).
Bottom line, i guess, is that if you are unsure, then just don't do it. its not an everyday, every time, way of picking up your dog. if done on some breeds you can pop an eye out (shih tzu's, brachycephalic dogs, chihuahuas, etc).
now that i think more on it i guess there is more to it for people who just don't know. i have to restrain animals every day and the scruff is a part of the dog and cat that needs to be used in a lot of cases. so to me it just seems like a simple answer. But it is not.
