  In my baby's puppy class, there was a very laid back, happy shih-tzu.  She did a whole lot of submissive peeing whenever anyone gives her a belly rub.  So she ends up rolling around on her own pee without fail.  They weren't always just trickles.
 Hubby's friend's parents have a Bichon type who had always had excitable pee all of his life especially when someone comes to the door.  They have worked on calming him before allowing him to be pet by the guest, but once he gets pet, he pees anyway.  To this day, they are still working on that and he's a senior dog now.  I think a behavioral trainer is a good idea.
