I recommend starting with a sleeveless tank. Many dogs don't like items with sleeves, especially at first. And a tank makes them feel more "naked" so it's easier to get used to. Also make sure the tank fits...not too tight and not too losoe. Walmart sells XXS that may work for you and they are only $7. Also, try to make getting dressed fun for her and make a big fuss and give little treats afterward. This will make her think getting dressed and being dressed is fun and she's getting attention.
Lacy has worn clothes since I got her and never had any issue with it. She just acts the same with or without clothes on usually. Rylie I've only had a year...he was almost three when I got him and he hated getting dressed or being brushed. I started him out slowly with clothes and he soon realized that getting dressed and being brushed was getting attention. He does better in sleeveless items though and isn't real crazy about having things pulled over his head. He likes the harness vests that velcro around the neck and chest the best.
