Well, I would put a waterproof layer on the bottom (if it doesn't already have one) to protect your floors and a pretty material on top, but make sure that it isn't slick or treated to prevent stains. I would think untreated cotton fabric or anything that absorbs well would work. The last thing you want is for it to run off.
Belly bands? IDK...I would think they would be way too heavy/bulky made out of that material, but I don't have a yorkie who uses them, so I can't really say.
