Default dealing with sibling yorkies?

Our 1-year old male yorkie is very shy/timid, but with a TON of love and kindness. We just got a 6-month old male from the same people (they are brothers, just from different litters). He's also very shy/timid but loving.

They get along really well, but I want to know what to do when they fight for dominance. Should I ignore it? They don't hurt each other, but neither one has established himself as "over" the other, so they'll nip or growl at each other, and the puppy (oliver) steals toys from the 1-year-old (ellington), and ellington doesn't fight back! But, he'll growl and fight for my attention when oliver comes near, but doesn't act on it.

HELP!
