When Lucy was young, I had a rug in the kitchen, she always went on that instead of a pad. I finally removed the rug & she started using the pad. If you can't remove the rug, can you put the potty pads on it?

Have you tried the spray products that attract the pup's where to go potty. I think Petsmart has some. Maybe you could use that outside & then walk the girl on a leash to those areas & get her used to that. Also, I chase them around outside to help make them have to poop. We don't go in until their done.
