Default Cotton coat matting close to skin

My little boy has a cotton coat and while I absolutely adore snuggling with him (he's so soft, just like a living breathing adorable teddy bear!) I have noticed that his fur is starting to mat close to his skin. I didn't notice it at first as the longer part of his hair isn't matted at all. I have tried everything I can think of but I just can't seem to get them out. I'm afraid I am hurting him.

I really hate to have all his hair cut off as it is in the middle of winter and we currently have about 8 inches of snow on the ground. I own a slicker brush, a dematting comb (which helps with mats in the longer part of the hair, but not so good for getting super close to the skin), and a metal comb and have tried all kinds of detangler.

Any helpful hints or suggestions? I would be most grateful!!
