Just tell him that if he'll replace the carpet and furniture twice a year, you won't need to neuter him.
I know someone, somewhere has an intact male Yorkie who doesn't mark, but I have yet to meet them. They are especially bad if there's another dog in the house. Makes the marking twice as important.
The longer you wait, the more ingrained the habit becomes and the more likely he'll have to wear a belly band even after he's neutered.
