Wow, that was very rude.
The reason an outside dog my whine when it sees you walk by the house is the same reason my inside dogs whine if I walk by them in the house. They don't understand why you are walking by and not saying hi and petting them.
Dogs aren't always whining because they are sad, they also whine to get your attention, or when they are super excited. Diesel whines terrible when he gets excited.
Just because some outside dogs are neglected, doesn't mean all are. Thats like saying that all inside dogs are abused because some are.
Dogs are dogs, not people. Some are bred to spend most of their time outside, plain and simple.
