I think that is a very good point. Although I had a bad experience, I do think most are looking out for the animal they are fostering. In yorkiepuppie's case I think they should have said 'no' up front and not lead her on as to think there was a chance. It could have been a new person fostering that was not sure of all the rules. These dogs and cats need good homes and that is the main thing.
