If he yelps in pain, then I would say she bit too hard but they'll be fine. Jack is a new puppy in her territory and she's just showing him the ropes in puppy language. We're not dogs so we don't understand it, but it's best to just let it be. Are you sure she's not playing? I know Smokey bites at Chip on those same exact areas when he wants to play.
