The "smaller" male does not figure into the decision. If he's three lbs or eight lbs your girl has the same chance of having one or more puppies she cannot whelp. The average vet has to be capable of treating almost any animal that comes through the door. They may not have the expertise in breed specific reproductive physiology that is required to give you the best advice.
