I agree, I know of a couple of breeding programs that are very well run and are bigger than 20 animals. They are headed up by honest and ethical people who create jobs for others and give the dogs a good life. Is it as good as the life of a family pet? well I guess that depends on which family. There are people out there that don't breed and yet treat their animals horribly. Establishing basic standards, and I mean very basic, seems to be the fairest approach, without respect to how many animals a person owns, or whether they practice husbandry. If the fact that money changing hands causes one person to be under closer supervision than another, we have missed the original point. If we can't influence society to act better, to be more responsible, and can we say it here? Be Moral People? Then all the rules and regulations do is decide who makes the money.
