the receptionists that made the appt have no idea if its an emergency or not. you cannot make a diagnosis by phone. your mom's pups can have an infectious rash like mange or ringworm. then again it could be dry or irritated skin which can be fixed with diet and shampoo. the vet needs to see the dogs himself.
