I can't imagine a vet saying they couldn't do anything about the pups. I think I would have found a new vet after the prior litter. However, if that's truly the case, the two things that are most important are making sure those babies eat and that infection doesn't set in. You could clean the babies' bellies with a surgical soap such as betadine and then apply some antibiotic cream such as Neosporin. If there really is a hole there, the mother could introduce bacteria by licking them so they should be removed from her. They will need to be kept warm with a heating pad. You could put them in a box with a heating pad. Cover the heating pad so the pups aren't directly on it but still get the warmth from it. They should feel warm to the touch but can get too hot and dehydrate so watch out for that. You'll need a milk substitute (such as Just Born, Esbilac, etc. or even goat's milk). It needs to be warmed just as baby formula is and they need to be fed every 2 hours. An eyedropper works well with newborns. If they were born yesterday and haven't eaten, it's a wonder they're still alive. You really must feed those babies. I really feel they should be at the vet's to have their bellies seen about but they must eat and eat now or they will not make it. They will also have to be stimulated to pee and poo. You can do this with a warm damp washcloth after feedings. Best of luck. Please see a vet, keep those babies warm and keep up with the feedings. It must be done around the clock every two hours.
