What about the law of unintended consequences? I don't want to rain on the parade or anything but might this make backyard breeding more profitable? More individual facilities means that the chances of finding and closing the worst of them is much less likely.

I agree with the spirit of the legislation, I'm just hesitant to think that passing the law would have the outcome that is expected. If we were to completely outlaw the breeding of companion animals in the states there would be plenty of animals ready to be shipped in from other countries. Where there is a market...there will be a producer. And the other countries don't give two hoots what we think about how the breeding stock should be treated.

As with anything it can only be regulated so far and then it's driven out of the country where it can't be regulated at all....this solves nothing.
