One way to curb the not coming when called might be to not give Peter the whole run of the house - crate smaller areas with baby gates or an x-pen. Have you offered him a crate to go in? Given where he came from, I can understand if you are hesitant to crate train - but an open crate might be a welcome place for him to go lay in and feel protected in a place to call his own.
Being on his level also will help too.

He dont like his crate , he wont go in and he will star shaking a lot... so i`m not forcing him... I will try obedience class as soon as he get his complete set of shot
