I think the classic way is to squeal the way his litter mates would have when he plays too rough, and then turn your back on him.

If you want a more direct way, push his lip into his mouth a bit when he bites your fingers. He'll figure out pretty quickly it hurts.

I assume he's teething? Make sure he has good chew toys. You can also try soaking a wash cloth in water or broth and freezing it. The coldness will sooth his gums.
