Both males and females can do it, and it's usually a sign of dominance. It has nothing to do with sex. I discouraged mine because I've seen people let it go, and then next thing they know, the dog is humping a person. Or, the dog will do it at an inappropriate time, like when company is over. I've always heard you should discourage this behavior. Since it's a show of dominance, they have to learn that YOU are the alpha and not them.

My boys did the same thing at that age, and I told them no and took the toy away. I didn't take it away for good, just took it and put it in their toybox. It didn't take long at all before they stopped.

Neutering usually helps, but not always.
