Default raw food eater has fishy breath

I am directing this to those that feed raw food because I don't think you can compare the digestion of dogs on raw and dogs on kibble. My puppy is 5 months old and eats Animal Food Services mini beef patties (1 1/3 oz 2x a day). She also eats bits of their freeze dried chicken nuggets throughout the day as treats for going potty etc. I do cheat and give her little bites of other things sometimes, today she had two little pieces of flat bread, several pieces of celery, and 1/2 a little meatball. That is a pretty typical day for her.

Her breath smells fishy. When I look that up on the internet it says tooth decay which can't be true for a puppy - and her teeth and gums look healthy and clean. It also suggest digestive enzymes. I did my research on raw food and have had the cats on it for years. She should not have digestive issues on raw food. Is it the little bits of people food she gets? Any other causes of fishy breath?
