I don't think it's a biggie by 8 weeks if they haven't decended. By 8 months they should be down.
Sorry to hear that your hubby was laid off. Maybe it would be better if you took him to your local humane society for the neuter. They charge a small fraction of what the private vet charges.
When I had to Neuter Toby (hubby had just gotten laid off) my vet wanted $450 plus tax while the ASPCA charged me $58 for the whole deal with meds to go home and all.
