Can't help with the neutering question, haven't had Fagan (male) "done" yet. But I
can help with those glasses!! My professional advice is:
Put them on when posting!! 
Just kiddin'!! I'm in Rochester, NY and can tell you what they charge at the office where my hubby works... don't know how that compares with Canada. He's not home right now but I'll find out and post back... I couldn't resist on the glasses!!!
