Yes, your correct. It is the law in California. If the animal bites somebody they take the animal away and do tests on the brain for rabies... If the animal is not protected. The consequences far outweight the risks of not vaccinating for Rabies.
It is normal for the puppy to sleep afterwards. Was it the only vaccination that was given? It is reccomended for it to be given separated.
I hope your little puppy starts feeling better.
It is also true that the same dosage is given to all cannines. Regardless of the size.
