Many people now are informed that buying a dog from a pet store is always a bad idea. Dealers have had to go elsewhere to sell their dogs, and the Internet is the perfect place. Many puppy brokers have multiple websites that appeal to different people, with some of the same pictures on each site. They are not going to tell you that they are a puppy mill, or backyard breeder, but that's what they are. A good breeder NEVER sells her dogs over a website, they may have websites, but they don't sell their dogs through them. If you do not check out the breeders home and kennel in person, you are condoning the suffering of thousands of dogs in puppy mills. We can pass all the laws you like, but the consumer has to check for himself whether the breeder is lying. I definitely would try to get my money back. For what you pay extra for the flight, you could probably get a wonderful dog locally.
