she sounds normal to me,they do go through so many hair changes as they mature.
As for the breeding I would think she would not be up to standard to breed
1. she is a rescue
2.she is aca and should be reg.akc
3.breeders dedicated to improving the breed and preserving what so many of us love about the yorkie cultivate the breed to match certain standards that a new person to the world of breeding can't know to look for,not to mention all the health tests needed before breeding.
