Dogs can fly so easily if there would be an accident. Even if they are on your lap, what if you go unconsciencious? Then your dog has either flown through the windshield or got thrown up against something else or gotten squashed by you. Then they are free to be lose on the highway and I promise they aren't going to be the primary concern of the police or EMTs. It is much safer if they are somehow contained. If you use a crate, it needs to be buckled in somehow or those can fly too.
If you and your dog are hurt in a car accident you better believe the EMS are not going to be looking after your dog- nor will they listen to you when you tell them your dog is "out there somewhere". Your BEST bet is to have them buckled in with an emergency contact number on the crate/car seat.
