Papers just mean that she is supposed to be purebred, but many breeders don't think breeding to standard is important. At one time owning a purebred was probably a status symbol. I think you are correct, Joey's breeder registered the litter, and when I sent her proof of neutering she sent me the number so that I could do the final registration. I would think a breeder could do the whole thing, but I'm not positive. You would still want the puppy registered in your name as the owner.
