Maybe with a lot of time and love being around you guys he will come around. Perhaps not a real licker , but he will come to trust his new family and surroundings.
Also, he could learn from your other little female yorkies too
My little Suzi is just like your girls, sweet and a huge licker too.
It is always so sad to know that A animal was treated badly by anybody. Especailly a adorable yorkie. Makes me very angry at those previous owners. People really need to think hard about ever getting a pet before bringing one home, It is hard for me to understand why anyone would just leave a dog out in the hot garage and not care.
