The AKC is the only registry that does routine announced dog inspections. They also have a list of breeders who have been suspended; I believe in doing these sorts of things to help shut down puppy mills and the $20.00 registration fee helps support these efforts. It also helps keep breeders honest. For every dog you register, the breeder has to provide the appropriate paperwork, and if you don't register the dog, it similar to the breeder selling the dog "under the table."
