Registration papers verifies authenticity that the puppy is a purebred and registered with the registry it is claimed to be by the seller. Actually the cost of registering a litter and each puppy is minimal. i believe in the US with AKC cost of registering the litter is about $20 not the $100's those that would like you to believe that would like to perpetuate that myth.
AKC allows the breeder to then give you the registration for the puppy that you can submit yourself. It used to be aobut $15 to send it in could be a bit more now. So where is all the big bucks.
Reasons for not registering a litter if the breeder is reputable which in my opinion, the breeder is not reputable, is that the sire and dam may be AKC registered but sold under limited registration so should not have been used for breeding went behind the back of the breeder(s) they were purchased from and bred them anyway.
It is also possible they may not actually be AKC registered and not telling you that.
