I was going to say the same thing! If she is a service dog they can't say anything. That is how it is here, in shopping areas, food places, anywhere pets aren't allowed, if the dog has a service id thing then the people can't complain about it.
If she isn't an actual service dog, then could you get a dr. to give a written statement that the dog helps him?
