  When you say you've been taking her up to the pads, do you mean you are picking her up and carrying her to the pads? At her age I would limit her freedom - maybe keep her gated in the same room as the xpen till you see her going to the pads on her own. Then you can expand her area of freedom to another room but as soon as she starts squatting shoo her into the room with her pads. There's nothing more rewarding than seeing it 'click' in their heads - they'll be playing and all of a sudden you see them run to the next room where their pad is, go potty, and then come back to play
