hmm, she should catch on. How long do you let her out. I would only let her out to play after your baby has been outside to relieve themselves. Then let them play fully supervised. If you notice they are going to go potty take them immediatly to the pad or outside. My boy never went to the pad I only used them in the pen. If I noticed they had to potty then I just took them outside immediatly.
Sometimes with these guys it takes alot of work.
